In Gouves, where the entire recycling process was
suspended for some time due to budget cuts, the programme is back in
full swing, according to Vice Mayor Evangelos Hadzakis. However, when this newspaper went to take photos of the recycling truck it observed the collectors dumping both the regular bins and the blue bins into the recycling truck.
When contacted by these reporters and told what
had happened, Mr. Hadzakis said that this was a unique situation due to
a temporary problem that had come up at the last minute, and will be
corrected shortly. “Normally, as with most municipalities, we
work together with the Hellenic Recycling Company which allocates the
blue recycling bins and the recycling pick up vehicles,” he said. “We
have a truck for Gouves and one for Malia, as we are jointly
participating in the programme with the Malia municipality.” “Mr. Hadzakis said that in order for
recycling to be efficient in Gouves, at least 150 to 170 additional blue
bins are needed. “This year we were allocated 25 more so we have now around 160,” he
said. “Recyclable materials, glass, plastic and paper, are gathered
daily and are driven with the municipality's expense to the Centre for
Separating Recyclable Materials in Mr. Hadzakis went on to explain that Gouves
participates in the Institution for Solid Waste Management, together
with Hersonissos, Malia and Kastelli, with its base in Hersonissos. “This institution collects all refuse except recyclables,” he
explained. “This year it has undertaken for the first time the recycling
for the Malia municipality. We are in a discussion phase with the
institution to see if they can take over the management of the
recyclables in the Gouves demos as well. I hope that with the coming of
the new Kallikratic municipality, all refuse management, solids as well
as recyclables, will pass on to this institution.” At the present time, Gouves employs three people, plus the expense of
maintaining the truck, for its recycling programme. "We collect recyclables for six days every week,” he said. “And if we
notice that the bins fill up again, like around some hotels, we make a
second pick-up later in the day on certain days. I personally want to
say to all our residents that I am always at their disposal. If there
are any legitimate complaints we will try and resolve them."

the Company for Recycling Electric and Electronic Appliances and the
Company for Recycling Packing Materials. |
“There are roughly 400 recycling bins in the Hersonissos demos and we
need at least 200 more,” said Mayor Yiorgos Danelakis. “With the Recycling
Company of Packing Materials, a collective system of alternative management
of electric and electronic equipment waste, we have collected up to now
roughly 10 tonnes of recyclable appliances. We have placed in various spaces
small green buckets (narrower and taller than the others) only for electric
and electronic appliances. And, of course, we have the well known blue
recycling bins, too.” “Our fundamental concern, of course, is to embed in the conscience of
people the need for recycling. We hope that with additional bins and with
increased pick-ups we will increase the quantities of recyclable materials.” As with Gouves, all recyclables from Hersonissos are assembled at the In Malia, Mayor Kostas Lagoudakis and Yannis Mountrakis, chairman of its
waste management enterprise, were on hand recently to receive the Ikopolis
2010 Award presented to the Hersonissos-Malia Inter-Municipal Enterprise for
Solid Waste Management, for environmental sensitivity for the second
consecutive year. “We’re all excited about the recycling station which has been planned
within the Malia city limits so that the residents can have direct access,”
said Mr. Mountrakis. “It is the first recycling station in the area,
recycling all materials like paper, glass, metals, electric and electronics,
inert materials, rubble and many more. He said his demos aims to extend the action to the Municipalities of
Hersonissos, Gouves and Kastelli, as well. While the municipalities seem to be doing their best
to deal with the enormous volume of recyclable waste, the fact remains that
there still are many problems to be overcome. According to the Ministry of Environment, Energy and
Climatic Change, a big part of the dysfunctions in the recycling system has
to do with the fact that recycling is an expensive process. Based on the
rule “the polluter pays,” there is a recycling charge of two per thousand
incorporated in the price of appliances and products purchased by consumers.
This charge is collected by industries and institutions responsible for
recycling management and should be compensated to the municipalities and
other clients of the recycling companies. It is estimated that the Hellenic
Recycling Company last year received about 29 million euros but paid out to
the municipalities only a very small amount covering a minute part of their
costs. Or, as vice mayor Hadzakis put it: “The
Hellenic Recycling Company has returned to the Gouves municipality roughly
20.000 Euros in 2009, which is a very small sum compared to our recycling
expenses.” |
